Windmill regulations are overly restrictive and unnecessary. Please vote \"NO\" on warrant article #4. (jimparison 02/03/10 2:34pm)

The proposed restrictions are supposed to \"accommodate\" small wind generators. Instead, the restrictions are so numerous and onerous that only a really dumb millionaire with lots of money to waste would even attempt to install a windmill. The ordinance would require dozens of documents, the involvement of licensed engineers, and compliance with standards for California and/or New York States, and undefined, subjective “visual impact” standards. The ordinance claims to protect the public by setting property line noise limits four times lower than the ambient noise in an average office, requiring setbacks and abutter approvals when suitable locations for any windmill in New Ipswich would be far from any dwelling. The ordinance further gives complete authority over installation approval, abandonment, and deconstruction to the local building inspector who likely knows nothing about windmills. There is no appeals process if the building inspector is having a bad day and decides to reject an application. I he decides the installation must come down the building inspector may take legal action against landowners who do not or cannot comply with his orders. This is an over-reaching local government attempting to encroach on personal property rights and freedom. Small windmills can be a way for residents to save a little money so they can survive in the face of 30% year-on-year tax increases. Please protect our property rights and say \"NO\" to this government excess by voting \"NO\" on Warrant Article #4 regulating (effectively prohibiting) small wind energy systems. (You may never want a windmill. Perhaps the day will come when you need to build a chicken coop so you can afford eggs for breakfast, but you learn it needs to be designed and documented by a licensed architect, approved by the FAA and meet California greenhouse gas emissions standards before you can begin asking the building inspector to sell you a building permit.)
